Questions people ask
Is off-plan safe in Uganda?
Off-plan is safe when the developer is real and unsafe when they are not. The distinction is not always visible from the marketing brochure. A slick website, a shiny showroom in Kololo and an impressive scale model can hide a first-time developer with no completed project to their name.
The way to make off-plan safe is to look backwards, not forwards. Before you commit a shilling, walk through at least one completed project by the same developer. If they cannot point you to one, or if the one they point to has structural issues, ongoing disputes with buyers, or is not what they promised, that is the answer.
We only work with developers whose previous projects we have inspected personally, whose payment schedules tie to real construction milestones, and whose paperwork gives you a defined refund path if the project stalls. If a developer will not agree to those three things, we do not list their off-plan.
What should the payment schedule look like?
A safe off-plan payment schedule breaks the total price into stages, each released when a specific construction milestone is verified in writing. The industry norm for a two-year project in Kampala is roughly this: 15% at reservation and signing, 20% at foundation completion, 20% at superstructure to roof, 20% at closing the shell (windows, doors, plaster), 15% at finishes and services, and 10% at handover after inspection.
The exact percentages vary by developer, but two rules do not. First, never pay more than 15 to 20% before the foundation is verifiably complete, because if the developer stalls before then, you are unsecured. Second, the last 10 to 15% should always be held until you have physically inspected the unit against the specification. That final holdback is what gets defects fixed.
Watch out for schedules that ask for 40 to 60% upfront in exchange for a discount. The discount is real, but so is the risk. We can negotiate discounts within staged payments in most cases.
What happens if the developer delays or goes bust?
Delays are the norm in Kampala off-plan. A stated 18-month completion often becomes 24. What matters is not whether the project delays, but what happens when it does.
The buyer-side sale agreement we draft names a completion date, a grace period (usually two to three months), and a delay penalty payable to you for each month beyond the grace period. If the delay stretches past a defined limit, usually six months, you have the right to walk and reclaim your paid instalments.
If the developer goes bust entirely, the picture depends on how the paperwork is structured. Where possible, we push for an escrow arrangement where instalments are held by a third party (usually a lawyer's client account) and released to the developer only against milestone verification. That way if the developer fails halfway through, your funds up to the last verified milestone are recoverable rather than gone.
Where escrow is not available, we push for personal guarantees from the developer's directors and, on larger projects, insurance-backed completion guarantees.
How much cheaper is off-plan than finished property?
Off-plan pricing in Kampala is typically 15 to 30% below the finished price of the same unit, with the largest discount available at reservation stage and the discount narrowing as construction progresses.
The reason developers offer this discount is straightforward: they need your money to fund construction. A meaningful discount to secure buyer commitments at reservation is cheaper for the developer than borrowing at Ugandan commercial interest rates, so the saving is passed to you.
The discount also compensates you for risk. A finished property is a known quantity. An off-plan unit is a promise. The 15 to 30% is the market pricing that promise.
If a developer is offering more than 30% below finished value, ask what is wrong. A steeper discount usually means either the developer is desperate for cash flow, or the specification will quietly change between now and handover.
Can I get a bank mortgage on an off-plan unit?
Yes, but the mechanics are different from a finished-property mortgage. Ugandan banks will finance off-plan through a construction loan that disburses in tranches, matching the developer payment milestones. You typically pay the first 15 to 20% (reservation and foundation) from your own funds, and the bank releases the remaining tranches directly to the developer against verified milestones. We can arrange the valuation and coordinate with your bank so the finance side moves in step with the build.
Can I buy off-plan from abroad?
Yes, and it is one of the most common ways diaspora buyers enter the Ugandan market. We do the developer vetting on the ground, share signed comparables and construction photos before you reserve, route the sale agreement signing through your local Ugandan embassy, and send monthly progress reports until handover. At handover we inspect the unit against your specification and negotiate any snags with the developer before you release the final payment.
